Scope and Contents note

In 1961, the State of Michigan decided to update its Constitution and called a Convention to draft a new one. Charlie Press was one of the delegates to the Constitutional Convention (colloquially referred to as Con-Con), which convened in 1962. Press was one of the delegates assigned to the Legislative Organization Committee, and later to the committee concerned with the apportionment of both chambers of the legislature.

As a result, this collection is concerned almost exclusively with documents generated by these two committees. Documents from other committees from such a fragmentary part of the collection that they provide very little data. However, there are some general materials included in the collection which help fill out an otherwise sketchy picture. Specifically, these are the Action Journals (Box 2, Folders No. 22-27), and publications concerned with providing data about the contents of the old Constitution (Box 2, Folders No. 28-33, 35). A minor component, but significant part of the collection is the inclusion of documents generated by individuals who were upset by the fundamentally conservative tenor of the new Constitution (Box 2, Folders 16, 38, and oversized file). The inclusion of these documents provide an understanding of the concerns which were not met, and which groups stood to gain (and lose) by the ratification of the new Constitution, which took place on April 4, 1962.

Because all the contents of this collection were generated between 1961 and 1962, it was not seen necessary to include the dates of the contents on each folder.

Given the contents of the collection, it was difficult to come up with any meaningful system by which to arrange it. Press kept some notebooks (Box 1, Folders 1-8) which serve as a focusing point around which the collection has been organized. While some data in other folders may duplicate the contents in the notebooks, it was considered necessary to maintain the integrity of both the notebooks and the other components of the collection. The next series of folders concerns various aspects of the Convention as a whole. This is followed by folders pertaining to specific committees, which forms a large part of the collection. This section is followed by folders containing correspondence; miscellaneous documents; the Journal, monographs, and pamphlets.
